Tutorial Step 1
Open the picture you want to apply this effect to, Then Duplicate it So you have 2 Picture Layers. Keep in mind depending on the picture you are using and its natural colors, Some settings will have to be slightly altered.
Tutorial Step 2
We're Going to use Photoshop's Color Balance(Image>Adjustments>Color Balance) On the Bottom Picture Layer to Shift the midtones toward a blue to start giving the photo that Lucid feel to it.
With Midtones selected, Set it to -100, -10, +100 (Once again, This depends on if the photo is naturally a blue hue or not)
Tutorial Step 3
Use Photoshop's Gaussian Blur(Filter>Blue>Gaussian Blur) on the Top-most Picture layer (Should be the one with original colors).
You should blur it 1% of the width of the picture,
so if your picture is 200px, blur it 2.0%.
Set the Blurred layers Blending Mode to Overlay and Set it's Opacity to 80%
