Tutorial Step 1

Make A New Layer (CTRL+SHIFT+N) And name is 'Blast', After its made fill it in with Black. Goto Filter>Render>Lens Flare (Use the 105Prime and 90% Brightness), Try and get the flare as centered as possible and continue on.

Tutorial Step 2

Next We're going to use the Filter>Distort>Wave Filter to give it more of a Shooting Star shape. (Use these Settings as a Guide, These settings are for a 500x500 Document. Please realize u may have to tweak them depending on Your documents size).

Tutorial Step 3

For step 3 We're going to use Photoshop Levels to get rid of some of the brightness on the outside, So Hit CTRL + L and use these Settings.

Tutorial Step 4

If you want your Light Blast to have some color to it then Bring up Photoshop's Hue & Saturation (CTRL + U), Your gonna want to click Colorize And then play with the sliders till you get what you want.

Tutorial Step 5

You can Also Copy & Paste the layer and Free Transform it and tilt it, And set its blending mode to Screen.
